The tests were done first & foremost for content authors, who generally work in offices with Firefox & IE. On the sites I work with, Analytics puts Chrome well above IE7 in terms of market share, and leaves FF for Mac in the dust, hardly a percent to just be ignored.

For reference - IE 60%, FF 20%, Chrome 15%.

This isn't the "norm" across the internet, but when building a site targeted at the corporate customers, not uncommon.
