Step by step multi-lingual site config

Hello!
Wondering if anyone has a step by step process for adding multi-lingual functionality for SilverStripe 2.4.1. I need this for content only. Not necessarily the admin. I have tried the language widget and custom translations module. Neither installed properly. Help!
