Event Calendar Announcement Tab add TinyMCE

Hi,
I"m needing to have the formatting toolbar added to the content part of the announcement popup window, but have been unable to find where to activate it form. From what I read, anywhere you have a TextArea it should automatically have it. But for some reason the pop up doesn't have it. How can I add it?
