Google sitemap.xml contains no pages

Instead of getting a populated sitemap.xml file, I get a valid file with no page elements:
<?xml version="1.0" encoding="UTF-8"?>
<urlset xmlns="http://www.sitemaps.org/schemas/sitemap/0.9">
</urlset>I've installed the Google Sitemap module on SS2.3.1, and rebuilt the database via /dev/build?flush=1
Also, I think I'm supposed to be seeing more options in the CMS for pages under METADATA that would relate to the Google sitemap entries, but I don't see any fields like this.
A coworker has also installed Silverstripe with the Sitemap module, and is having the same problem.

Sorry - forgot one (probably crucial) piece of information. I'm currently evaluating SS on my local machine, at http://localhost:8888.
Perhaps either the specific port or the fact that I'm running it through localhost is causing the problem?
