Nice mod of blackcandy! Liking the grunge! You might just need to work on the 3rd level navigation on pages like http://10thwellington.bb.org.nz/site/team-programme-term-1-2007/. Looks like its still the default theme styles.
Do you think it would look better if the whole site container was a bit grungier? It looks pretty good as a straight hard edge but if it had a slight grungy border it would be neat
