Action 'upload' isn't allowed on class CMSMain

I get this error when i try to upload any resources to a page. Does anybody have any idea as to why this might be happening.

I am running Silverstripe 2.3.7 on WAMP locally. I believe that the DataObjectManager was successfully installed as was the SWFUpload module.

Other than that the tab appears as it should and everything looks right until I click add resource and get that error message...then everything dissapears from the tab in the CMS and I have to leave editing that page and re-edit it to see the resources area again.

silverstripe keeps getting curiouser and curiouser. Hmmmm.
