Oceanenergycouncil.com- Help converting CSS layout to Silverstripe

I am re-doing a website oceanenergycouncil.com and have a css layout I would like to implement with Silverstripe. I just need to know how to convert the css page so Silverstirpe will work with it. The address for the sample page is at http://www.oceanenergycouncil.com/oecsample. Anybody that know how to do this please help out.

I suggest going through the tutorials, read the documentation and ask again if you have any questions
