Directories are created with bad permissions

If I try to create a new assets directory it gets created by the apache user (in this case, httpd) and with permissions where only the user can write to the directory. This is bad, because at least my hostingprovider claims that uploads are only possible if the target directory is world writeable. Actual testing confirms this.
All this breaks the gallery module for example. Even manually uploading images via FTP doesn't work until I manually create the _resampled folder with good permissions.
Is there a way to change what permissions are set by default for new directories?
