http://doc.silverstripe.com/doku.php?id=themes is the current page for themes. for other advice on theme development follow the 4 wicked tutorials Andy has written - http://doc.silverstripe.com/doku.php?id=tutorial:1-building-a-basic-site.

As mentioned on homepage, with the release of 2.1 the way themes work has improved, so docs will be updated shortly!
