about this site templates and forum`s file upload

Hello, I very like this site templates, is there to provide it?
Forum upload files when the warning below, and I upload the file only 4 K:
"No files were uploaded, probably because of there sizes."I do not know, please help me, thank you.

Are you positive you made the upload directory writable on the server?
