Problems with SecurityAdmin

I installed 2.3.0-rc2 without any errors. Then I tried to access the Administrator group under Security admin. I got a alert box with an error message to big to see on my 13.3" screen. Then I tried to create a new group and got the same alert box. I reloaded and got this this. Is this a bug or something on my machine? Any clues?
