Add an HTML Edit Toolbar under the Assets -> Image Edit -> Main page

Does anyone know how to take the HTML toolbar that is under the Site Contents section and use it under the Assets section? I would like to add it to the area where you edit your image information (ex: Title, File Name, Caption, etc.). Any help would be great.

The HTMLEditor field which is there for site content is pretty hardcoded for just that section at the moment. I dont think you could easily get it to work on anything else like the Popup window for assets sadly.
