Will Silverstripe do what I want? Member Based Site for Submitting Events

What I want to do is create a website that users can submit and update latest gaming events LANs etc on and keep up to date; looking for something with the ability for the members to have a mailing list function etc and the main site as well so people can be emailed the latest event details.

Also maybe a download area for links for the latest game patches etc as well.

Can Silverstripe accommodate this?
