yesterday I downloaded everthing and accessed the site through the admin and password, I know its a stupid question but how do I log onto the site again, near the clock is a half circle that is red on the left and white on the right, when I go to local host it will not open explorer, same goes for all the others like phpmyadmin, start all servers ect.

Is this were I access the admin? I havn't started to build my site yet so I need to build it offline.

Can anyone help?
