Is this on the front end or backend? Anytime ive needed a 1 to many relation ive used a ComplexTableField - http://doc.silverstripe.com/doku.php?id=complextablefield or if you dont need to add options or delete (just select) you could use a CheckBoxSet field - http://doc.silverstripe.com/doku.php?id=checkboxsetfield which I think you can get working with a one to many as well as a many many
