I apologise in advance for a newbie question. I am building a site on local host. Is it possible to send emails, newsletters etc using the smtp server (smtp.clear.net.nz) from your ISP or do you have to wait until your web is live? I have tried to follow instructions with no success.

Yes it is possible to send emails with your local server. You will have to edit the php.ini and then it will work.
SilverStripe is written is PHP so that if your php.ini file has the relevant setting to send emails it will work fine.
