diffrence between theme and template (in tutorial directory)

Hi!
I have a question: what is the diffrence between theme and template.
I folder theme I have the files that are link to layout of the page in my site. So, in folder tutorial the files are link to tha layout?
If I create a new theme (and a new layout for the mage of my site) I must chenge the file in theme folder or in tutorial folder?
