Divide first level menu in two first level menu

Hi!
My problem is that I have 2 menu, the first inside header block and the second inside the content block.
I read tutorial and I sow how to create a first and a secon level of menu. How is possible to move some entry of first menu in the second? when I create menu I call $Title variable in CMS that take all page title..
