Cannot access http://localhost:3000/ on installation

Ive now tried installing the installer package on 2 different machines, bith have the same result. When it gets to the point of installation where a window should open to complete the installation, I get "page cannot be displayed". I just cannot access anything on http://localhost:3000/
I have tried disabling windows firewall, no difference.
How do I get this thing installed and start using it?

Try accessing http://localhost:3000/db/build?flush=1. If you can't get the windows installer working, you can always install http://www.wampserver.com/en/ and use the php installer.
