Implementing support for HTTP conditional GET for the forum

I'm currently implementing support for conditional GETs for forums' RSS feeds. That means that we save bandwidth and a subscriber doesn't miss any item (up to a max. number of items that we return).
If anyone else is working on something similar tell me!

OK, it's implemented now (r40624).
This feature could help to reduce the needed bandwidth by the RSS feeds by approx. 90% (every post is transfered only once)... so check it out
