Sticky Blog Post at Top?

Hello,
I was hoping to do something like a static welcome message at the beginning of my blog. I run 5 blogs within the site so I want to avoid just hardcoding it into the blog php, but I would like a blog entry that stays at the top of each blog.thanks in advance!
