Moderating Comments

Hey guys, wondering where abouts i go to set all comments to be moderated by default? The behaviour at the moment seems to have all the comments posted automatically. I want them flagged for moderation. Is it as simple as adding a line to the mysite/_config.php? And if so, what line do i add? Had a good look around google and no dice. Thanks in advance.
