subsites - allow instead of disallow page types

I'm looking for a suitable CMS to do a multisite setup for my organization. I'm wondering how difficult iit would be to alter the subsites module so instead of having to disallow pagetypes I didn't want for a certain site, I would rather have to explicitly allow page types I did want to be available.

My thinking on this is, if we have 20 sites, and decide to make 1 more, I don't want to have to go through and disallow my new site's page types on all of my existing sites.
