Newsletter permissions for non-admin users

I created a SS member without administrator privileges, created a newsletter group that has access to the newsletter module, then assigned that group to the new member.
When I login as the new member, I can see and access the newsletter module, but there is no add newsletter button, I cannot see sent newsletters, nor can I see recipients etc (although I can see that there are 11 pages of recipients).
If I give the member admin privilege, then everything with the newsletter module appears as it should.
Does anyone know why this is happening? How do I create a SS member that can access newsletters without being an admin?
