Hehe sorry i thought you were using linux
For windows, try using 7-Zip client, first compress the files in TAR and then the .tar file compress with Gzip metod and voila you have .tar.gz file ^^

Right-click on the .tar file go to 7-Zip menu and click on option "add to archive" or something like that (should me the 6th option in order) and it will show up another form for compresation, choose GZip archive format and then OK, and now you should have it compressed it like .tar.gz
