Through the CMS admin screen, I've worked out how to add and change a 404 error page and a 500 error page, but how do I add a 403?

I'll take it as a no then, and create a static page to deal with 403, and re-direct through the .htaccess.

Thank you! :)

A patch was recently added to better support other error codes. Basically its just a small patch to add more items to the dropdown you're talking about.
