Backend CMS not displaying correctly

Hello people

On one of our client sites the backend CMS is displaying in small sized blocks (see attached screen grab)

This appears to be an issue with the Javascript that generates the CMS block sizes, but I am not certain what is causing this

If it is relevant, the site is a new build written under SS ver 3.1.8

If anyone has seen this issue, or something similar, can you please let me know how you resolved it?

in 3.x you constantly need to perform ?flush=all or ?flush=1 even though you wouldn't have for 2.4 - this situation looks like one of those cases.

However, we have already tried this and it has no effect
