Changing Login Handle to allow duplicate Email addresses

I need to be able to enter users with duplicate emails into the member table. Obviously this is not possible at the moment because SS uses the email as the handle for the member so just updates the current entry with any new info.

How much work would it be to change this handle to be another field (for example membership #) .

Any advice is much appreciated (this is quite a major issue for the client that has come up late in development so suffice to say I'm *slightly* worried!)

OK well I ended up just working around it creating a new field for email and superficially called the current one 'Username'. I then went and changed the Newsletter to look in the new field and hey presto it seems to work. Of course a few things will be broken (such as the forgot password button) but I can fix them as and when they are needed.
