No, this is a different module.

Two separate Modules...
SilverCart: Forum Announcement and Their hosted code and issue tracking
SilverStripe E-commerce: Everything you want is on the google site: silverstripe-ecommerce
Both are very promising and solid Modules. So far SilverCart hasn't implemented their US localization, but they are working on it.
