Restrict admin area by IP

Is it possible to do this in SilverStripe? I know you can restrict user access rights by IP in the admin, but I am looking for something a little more Draconian. Ideally I would like to re-direct anyone who isn't at a predefined IP to the homepage.

Would I be better off looking at doing that in apache, or is there built in functionality for this?
