[Solved] Page reordering does not reflect on navigation menu link order

I found an article in the archives dealing with the same issue that I am currently experiencing. I've tried the clearing the cache, saving and publishing, flushing (?flush=1), and different browsers but the order presented will not change to match the order in the Site Content tree.

Any ideas? I'm using version 2.3.0

Right after posting this, I was able to resolve the issue by clicking the "Batch Actions" button, selecting all of the top level pages, and clicking the "Publish the selected pages" button.

I don't know why this worked. All of the pages had been previously published, so nothing new was published.
