How to share pages between locales with translatable

I have some pages that I would like to use the locale en_CA, and some pages that I would like to use the locale en_US. Pages with the en_US locale that do not have an en_CA translation should be displayed in the menus, etc. when viewing the site in the en_CA mode.

Basically I would like to share some pages between locales, so I don't have to maintain two copies of the same thing. Is this possible?
