Uncaught Zend_Cache_Exception: cache_dir must be a directory

Permission issues could also cause the same error, but in a lot of cases the it seems to be caused by the $_ENV['TMPDIR'] variable not being set properly by SilverStripe. See ccburns's original post. SilverStripe tries to write to a random tmp directory and changing the permissions only fix the problem until the server is restarted... but that may not be the case in your situation.
