I have just successfully loaded an initial web site across to my ISP (Orcon) and its running fine. However when I go into the CMS to edit or add content I find the format of the CMS is not the same as on my local setup where I developed the site. In particular the tabs Content, behaviour, Main, Meta-data etc have been replaced by links which appear one above the other on the screen. Also there is no scroll bar to allow the ability to see the whole page.

Can anyone suggest what the problem might be.

For some reason you're missing CSS files. Try flushing your browser cache and putting ?flush=all at the end of the URL.
