Simply get the files in a sub-folder on your webroot named "blog" (all SilverStripe modules are sub-folders, you don't need to put them anywhere special).
You could also use composer [url]http://doc.silverstripe.org/framework/en/installation/composer[/url]
- I copied silverstripe-blog-master.zip to the root folder and unzipped there
- Then ran path-to-site/dev/build?flush=all
(Working with Wamp so the path was http://localhost/silverstripe2/)
