2003 IIS webpi problems - blank theme, no admin login

I have a 2003 server that I installed mysql and subsequently silverstripe by WebPI. The install went fine, but when I go to the site, instead of the blackcandy theme I get a completely black-on-white rendering (like the theme files cannot be found or loaded) of the default mysite configuration.

The admin site just shows "Loading..." and never loads.

I'm looking for some recommendations as I go diving into the logs to see what the issue might be.

[Wordpress installed fine via WebPI if it matters]

Looks like a rewrite issue.

I installed SS as the document root (http://sitename, rather than http://sitename/silverstripe). If I reinstall using WebPI and preserve the subdirectory reference, all is fine.
