In a word "Yes".

You have ultimate control over all presentation/view to make things responsive.
Alternatively there is a mobile is you wish to take the "other" approach https://github.com/silverstripe/silverstripe-mobile

RTM - everything has license connected but 90% it is the BSD license

So its a close to "free (as in beer)" as it gets
