How to edit the footer-widget in PaddyGreen?

When working with the PaddyGreen theme I discovered the #Footer div.WidgetHolder.
Is that widget editable from somewhere within the ordinary back-end editor?
Or how will a client put content into that widget?

If it isn´t possible to reach from back-end, how do I make the widget accessible?

In the screen-dump the footer looks really good and I would like to make it accessible for my client.
