You can easily create child pages of parents. So in the admin section, you create a page. Then when that page is selected, you create a new page and it will go under the current page.
Read tutorial 2 on the news section. http://doc.silverstripe.com/doku.php?id=tutorial:2-extending-a-basic-site
You can easily create a section, or holder page, with sub pages like what you're after.
The only pain is the admin section sitetree handles it pretty badly with 100+ pages/entries because it lists them all be default.
The only known method as far as I know to counter this problem, is a dirty little hack explained in this post - http://silverstripe.org/archive/show/15416?start=24#post76093
