I have an issue with editing a second level holding page.

When I first load the CMS on that page it seems to load the page.php page and then once I refreash (hit F5) I get the true menu.
You can see this in the first image attached. The second image shows the page once refershed.

I have flushed the db and the page many times but I do not uderstand what I am doing wrong. The top level holder pages load first time but the second level holder pages need reloading.

If anyone has any suggestions it would be much appreciated.
