User Defined Forms in 2.3 RC3 ?

I have installed a fresh copy of SS 2.3 RC3
I just realized that this version of SS does not have UserForms enabled by default.
I am not sure if this needs to be coded or just have to enable somewhere.Also on the other note as compared to older version 2.2.3 Newletter Tab is also missing.
