Banning a user

It may be the late hour, or it may be the rum I've been drinking, but I can't for the life of me figure out how to ban a user. There doesn't appear to be any built in functionality. I've tried moving the user out of the forum group and into a new group, which doesn't have the ACCESS_FORUM privilege, but they can still post...
Any help gratefully received. I'd offer Rum, but it appears to have all gone. ;)
