Why allow_call_time_pass_reference?

I'm trying out the Alpha release of SS 2.4, and it's suggesting that I enable allow_call_time_pass_reference on my PHP server. With a bit of research I learned that the directive is deprecated on my local version of PHP (5.3), and that PHP/Zend will likely not support it at all in the future. So why is it being used?
