Principal method when having two or more languages?

After some reading I am still confused. How do I best build up a web site with two or more languages?
Are the different languages individual "pages" or is the visual content exactly the same only with the change of the text content?
Is it possible to have different pictures for different languages in order to localize the content?Any guidance would be appreciated.

I'm a *potential customer* and still have not been able to find a straightforward, simple answer about multilingual websites. There is much talk about this or that extension, and lots of dev work to enable multiple languages, but I'm surprised it's not more out-of-the-box than that.
Does the SS community really feel like it's not important enough to be core?

OK -- why were those pages not a part of any search results for "translation" ???
When I try searching silverstripe.org's Search Box for any terms related to translation (translation, translated pages, multiple languages, multilingual, etc.), the two pages you list do not appear in the results.
I don't know if that's a failing of the way the docs are organized, or of the search engine behind these sites. Not encouraging.

When I try searching silverstripe.org's Search Box for any terms related to translation (translation, translated pages, multiple languages, multilingual, etc.), the two pages you list do not appear in the results.
Note the silverstripe.org one does not search all the related sites (or even the forum) yet. We are currently working on a 'global' search form but you should use the docs search if you want to search that:
http://doc.silverstripe.org/home/DocumentationSearchForm?Search=translation&action_results=Search
I also recommend using google as well (you can filter by site using site:silverstripe.org)
