403 Forbidden Security Tab

Anyone else having problems accessing any group under the Security tab in the admin panel?
I am receiving a 403 forbidden error for some reason (screen shot attached). I am using the current 2.3.6 version and uploaded all files to my server twice. Everything else seems to work fine. I appreciate any help...
