EDIT: Looks like the CMS Workflow module is what I need.
I would like to give access to a single page, to a single user without that user being able to edit other pages. Is this possible?
"Mike" can log in and edit "Mike's Personal Info" page. But, doesn't have access to any other page.

Actually, SilverStripe can do that out of the box, without the Workflow module.
Generally, you'd set default permissions to be quite restrictive, from the Access tab of the root of the Page tree.
Then you'd open the permissions up to a particular group, via the Access tab of the page in question.
Then you'd make sure your member was in the group in question.
