I've been asked if I can do a website that has something like a form on it for member's interests, that can compare users' data and find matches for other users with similar interests. I've got no idea where to start on this...
Any ideas?

I'd start by looking at...
http://open.silverstripe.org/browser/modules/registration/trunk
this contains a page for sign up and editing a basic member record.
then look into forms to get a better understanding of it...http://doc.silverstripe.org/tutorial:3-forms
lastly look at decorating the member to give you the extra fields you are after...
