Question about editable sidebar

Hello All!
i am developing a web page using silvertripe cms v2.4.3; i want to add the following features: if a parent page doesnt have children pages then the sidebar should contains a default sidebar( no links, only text) edited by the user (site content manager) from the CMS
Any idea about the procedure i should take?
