Widgets and Modules

I am new to Silverstripe. I have installed it and have edited some basic pages. I was wondering how to get the widgets tab to show up when editing a page so that I may select the widgets I want to use. I have copied the widgets into both the root as directed by the widget readme file...as well as tried in the sapphire/widgets folder. I did run dev/build after each time copied into said folder.
Any suggestions is greatly appreciated or some links to read.
Update....I just installed the Blog module and under the Blog it shows the Wigets tab now....am I only allowed to use Widgets on the blogging pages?

A search for widgets in the docs yielded this http://doc.silverstripe.org/sapphire/en/topics/widgets and I think it has all the info needed.
