I'm trying to operate under IIS ss, but it happens that in the url is inserted the name of the file index.php, and therefore css, images and whatnot is not loaded.

If index.php is included then mod_rewrite isn't working. There are a few blog posts / documentation bits around if you google.

IIS7 should have this built in for you (in the Microsoft URL Rewrite Module pack) http://doc.silverstripe.org/sapphire/en/installation/windows-manual-iis-7
